Igor Artamonov: We Create New Development Strategy for Lipetsk Region

In his address to the people living in the Lipetsk Region, the governor said, “The Lipetsk Region is one of the most attractive investment destinations in Russia. Every region has its points of growth. Speaking about the Lipetsk Region, they are human resources, honest and high-skilled people who make great contribution to the region’s development. We expect their active involvement.
I would like to thank every businessman who pays taxes, thus contributing to the local budget and giving money for health, educational, cultural and social programs, utility sector, road infrastructure and improvement of urban and rural amenities.
Our offer for investors includes a well developed industrial infrastructure represented by special economic zones, such as the Lipetsk SEZ that is the most attractive investment destination in Europe, industrial parks, tax reliefs and subsidies, interest rate subsidies, government guarantees, long track record of cooperation with investors and deep understanding of their ultimate goals, qualified employees and management staff, well-developed banking infrastructure and advanced technology.
My words are confirmed by Russian rating agency RAExpert, which calls Lipetsk a Top 3 Russian region demonstrating the lowest investment risks for the last 10 years.
The Russian President has set nine national goals for the country’s development to be reached by 2024. Based on these goals, we are creating a new development strategy for our region. To be a success, we will have to change and are going to start it with ourselves, particularly by changing the system of federal and municipal administration, acquiring new competencies and applying the principles of lean production to the operation of local authorities. The key priority of the national and regional social and economic development is to improve labor productivity. This is a key factor of local competitiveness.
We will continue supporting investment projects aimed at modernizing traditional local industries and developing new economic activities. We will be also supporting enterprises using advanced technology and are intending to create an IT cluster in the region. We are reorganizing an approach to educating professional employees, including blue-collar workers. We will upgrade college and technical school facilities, improve healthcare, education and provision of social services.
Businessmen should be involved in the creation of a comfortable residential environment under concession agreements and based on social partnership principles. If cooperation between municipalities and private investors is properly organized, new parks, sports, educational and leisure facilities will appear in the region.
Everything becomes possible due to economic growth facilitated by businesses. Therefore, our goal is to create a favorable business environment. At the same time, businesses should bear social responsibility and we, in our turn, will strive for improving the business climate.
Today we are confident in the future. These are not just words; this is reality. “Over the last decades, we made a hundred years’ progress,” says our Russian President.
We should always stay one step ahead in every sphere.
In conclusion, I would like to remember Vladimir Putin’s state of the nation speech. He said, “For all those who want to work, show themselves, and are ready to honestly serve the Fatherland and the people, and to succeed, Russia will always be a country of opportunity. This is the guarantee of our successful development and confident movement forward!”
