Sergey Galkin, Deputy Minister of Economic Development of Russia, spoke about the results of the National rating of special economic zones in Russia. The event was also attended by Andrey Shpilenko, CEO of the Association of Clusters, Technoparks and Special Economic Zones of Russia.
In 2021 the rating of investment attractiveness included 27 SEZs from 21 regions of Russia. Second place among industrial SEZ was occupied by the special economic zone "Lipetsk".
"Special economic zones have proved their effectiveness. The volume of payments to the federal budget by SEZ residents almost 3 times exceeded the volume of benefits received. Residents' payments also exceeded budget investments into SEZ infrastructure,"- said Sergey Galkin.
As the Deputy Minister noted, in 2021 a number of mechanisms were launched for the SEZ infrastructure development.
"In total, under this mechanism, regions will allocate more than 20 billion rubles to the SEZ infrastructure. Roads, engineering networks and public infrastructure will be built for 55 residents in 14 special economic zones. Moreover, the Government approved more than 22 billion rubles of credits for infrastructure development. This will allow to create about 14 thousand new jobs and will give an additional impulse for the development of the economy", - Sergey Galkin said.
"The goal of the "Business Navigator for Special Economic Zones of Russia - 2021" and the V National Rating of Investment Attractiveness of SEZs is to determine the most investment attractive SEZ, which provides the investor with the best conditions for project implementation in the shortest possible time and at the lowest cost. This year's rating is distinguished by its broadest coverage - it includes not only SEZs which have been long successful, but also those recently created and still in the development stage. "Business Navigator for Special Economic Zones of Russia" is a handbook for Russian and foreign investors", - commented Andrey Shpilenko.
