The methods and regulations for assessing the effectiveness of special economic zones of the Russian Federation, developed by order of the Ministry of Finance of the Russian Federation was discussed in the Research Financial Institute of the Ministry of Finance of the Russian Federation (NIFI of the Ministry of Finance of the Russian Federation).
The Lipetsk SEZ scores 20.75 points, and the Titanium Valley scores SEZ-21 points among the special economic zones of industrial-production type. When compiling this ranking, four indicators were evaluated: budget efficiency, investment efficiency, resident activity and infrastructure development. The ranking is based on data for 2018-2019. The analysis of special economic zones involved 30 existing sites and five newly created ones.
The discussion was attended by external experts: Vladimir Gamza, chairman of the Council of the Chamber of Commerce and Industry of the Russian Federation for Financial, Industrial and Investment Policy, Partner of the Audit Group Group of Financial and Legal Consulting Companies, and Andrey Shpilenko, director of the Association of Clusters and Technoparks of Russia.
