The Ministry of Economic Development of the Russian Federation has published a report on the SEZ work for 2021

Ministry of Economic Development of the Russian Federation published a Government report on the results of special economic zones for the year 2021.

According to the results of assessment the leaders in effectiveness for 2021 were industrial and production zones in the Republic of Tatarstan (100%), in Lipetsk (97.7%) and Tula, Moscow ("Stupino Kwadrat"), Kaluga regions (96.7%).

The effectiveness of the SEZ operation was assessed according to twenty-five absolute and relative quantitative indicators, as well as six calculated performance indicators: resident activities, profitability of investments of federal and regional budgets in the creation of infrastructure, the activities of the management bodies and other parameters.

"Overall, we can say that the SEZ mechanism is effective. The state has recovered 90% of its costs for this mechanism. Residents paid 275.3 billion rubles all budgets of Russia, while the State spent 304.8 billion rubles on the SEZ, of which 204.9 billion rubles of direct construction costs and 99.9 billion rubles in the form of lost income due to the provision of various benefits. Taking into account the dynamics shown by all the sites, we expect full recoupment of the SEZ mechanism already this year," said Deputy Minister of Economic Development Dmitry Vakhrukov.

"Lipetsk region was one of the first where the special economic zone appeared, and we set ourselves the task to keep the leading position, being an example for our colleagues and competitors. Two residents registered their projects within the federal special economic zone "Lipetsk” in 2021. Products of one of the residents – MMK Novotrans – will be used, first of all, at freight railway car repair plants of Novotrans. Investments in the project amount to 31.7 billion rubles. More than 1000 working places will be created under the project. Besides, residents of the SEZ created 416 new jobs in 2021, and the production volume exceeded 44 billion rubles, which only confirms that the Lipetsk region has a favorable investment climate," said Igor Artamonov, governor of the Lipetsk Region.
